Expeditionary Construction & Logistics

Whether the mission is to build lodging facilities for UN peacekeepers in Darfur or a hangar for the Indian Air Force’s first C-130J aircraft, PAE has the experience in expeditionary construction and global logistics necessary to deliver rapid, responsive and cost effective support to our clients’ operations around the world. Since 1955, we have offered innovative solutions to clients’ logistical challenges, and we continue to evolve our techniques as new technology allows increasing connectivity throughout our global workforce.

By maintaining a Global Supply Chain Hub in Dubai, our procurement personnel are able to acquire materials through an international network of vendors for the best price, and we ensure safe and timely transport by land, sea or air. We expertly manage international trade requirements, as well as asset warehousing and forward staging. For all our programs, PAE ensures conscientious oversight, cost control, and on-schedule logistical solutions by using qualified local sources when appropriate. We are often the first boots on the ground, there when our customers need us to provide the infrastructure necessary to achieve their missions.

Expeditionary Construction Projects

In support of the African Union Mission in Sudan (AMIS), PAE built base camps at thirty-two locations throughout Darfur. When combined, these camps housed approximately 9,000 African Union troops. The project scope included sourcing, procurement and delivery of all required material and equipment to Darfur; erection of offices and accommodations at each location, construction of new facilities, refurbishment of existing facilities, erection of modular containers and tented structures, installation of water purification and power generation equipment, and waste water treatment. PAE also provided follow-on operations and maintenance support for the thirty-two camps; by providing equipment maintenance and recovery support, facilities operations & maintenance, catering and medical services, fuel, consumable supply support, communications support, and ground transport support.

As a prime contractor under the U.S. Department of State AFRICAP contract, PAE provides all material and equipment associated with the design and construction of the Sudanese People's Liberation Army’s (SPLA) Divisional Headquarters in both Duar and Mapel, cities located in Southern Sudan. PAE field engineers and construction personnel came equipped to handle the demands of the austere environment and trained local employees in international construction standards. The transformation of the SPLA from a largely guerrilla force to a regular military, operating under the Government of Southern Sudan (GOSS), began first with a focus on developing the physical infrastructure for the SPLA to establish command and control. Upon completion, the combined occupancy of both Headquarters is 2,200 SPLA troops and encompasses over 5,000 square feet of military leadership facilities.

When the Indian Air Force (IAF) agreed to purchase up to twelve C-130J aircraft from Lockheed Martin, PAE was chosen to provide design and build services for the C-130J Infrastructure located at the Hindan Air Station in Ghaziabad, India. The Lockheed Martin/PAE team has managed the two-year effort that included the design/build of a complex that will house and maintain up to twelve C-130J aircraft at full expansion. These facilities will provide Indian Air Force the capability to operate, maintain and train their ground and air crews for the arrival of the aircraft.

Global Supply Chain Solutions

In 2005, PAE opened an office in Dubai to provide logistical support to programs throughout Africa. Our Dubai office has since been transformed into a complete Supply Chain Management Hub to service nearly all international operations. Employees in PAE’s Dubai hub leverage economies for competitive prices on materials, services and transportation.

In addition, the highly skilled personnel in PAE’s International Trade Compliance Office ensure that all corporate and federal compliance regulations and export control requirements are fully satisfied, so our customers know that their business is being conducted with due respect to all applicable standards.
